7Overview on current criteria for heavy metals and its hint for the revision of soil environmental quality standards in China显示文摘Following rapid social and economic development over the past several decades, soil pollution by heavy metals(HMs) has been both serious and widespread in China. The Soil Environmental Quality Standards(SEQSs) in China(GB 15618-1995) have been introduced to encourage and enforce sustainable soil HM management. However, in recent years, HM contents in soils have frequently been found to exceed their associated standard values, while the crops growing on them might still meet regulatory standards, and vice versa. There is thus growing awareness that GB 15618-1995 does not effectively regulate current soil HM pollution, as it has encountered bottlenecks, and disappointing outcomes caused by poor execution along with deficiencies and gaps in the policies. However, due to the deficiency of scientific research about relationships between soil HM concentrations and their ecological or human health effects, the development of SEQSs in China is still greatly restricted. This paper discusses international SEQSs of HMs as well their development in China over time, then examines current Chinese SEQSs to demonstrate their potential regulatory deficiencies by referring to international SEQSs. The corresponding legislative policies are described, and scientific information or responses are outlined for maintaining soil environmental quality. 8南方水稻复种指数变化对国家粮食产能的影响及其政策启示(英文)显示文摘Changes in rice production in Southern China are crucial to national food security.This study employed Landsat images to map the distributions of paddy rice-cropping systems in Southern China in 1990 and 2015.The impact of rice multiple cropping index changes on grain production capacity was then evaluated.Three important results were obtained for the 1990 to 2015 study period.First,the multiple cropping index for rice decreased from 148.3% to 129.3%,and 253.16×10^4 ha of land area was converted from double-cropping to single- cropping rice,termed “double to single”.The area with the most dramatic changes is in the Middle-Lower Yangtze Plain.The rice-cropping system distribution in Southern China showed a change from north to south with double-cropping rice shrinking and single-cropping rice expanding.Second,the “double to single” conversion led to a reduction of 6.1% and 2.6% in rice and grain production,respectively.Hunan and Jiangxi Provinces,located in the main rice producing areas,and Zhejiang,which has shown better economic development,exhibited large reductions in rice production due to the “double to single” conversion,all exceeding 13%.Third,the grain production capacity of converted “double to single” paddy fields is equivalent to that of 223.3 × 10^4 ha of newly reclaimed cultivated land,which is 54% of the total newly cultivated land reclaimed through the 2001–2015 land consolidation project.It is also 1.7 times the target goal for newly cultivated land in the national land consolidation plan for 2016–2020.Making full use of the converted “double to single” paddy fields can save 167.44 billion yuan in newly reclaimed cultivated land costs.Therefore,instead of pursuing low-quality new arable land,it is better to make full use of the existing high-quality arable land.Based on these results,the government should change the assessment method for cultivated land balance,and incorporate the sown area increased by improving the multiple cropping index into the cultivated land compensation indicator.蒋敏 李秀彬 辛良杰 谈明洪 2019Journal of Geographical Sciences2019,29,11:14
9Municipal wastewater treatment in China:Development history and future perspectives显示文摘China has the world's largest and still growing wastewater sector and water market,thus its future development will have profound influence on the world.The high-speed development of China's wastewater sector over the past 40 years has forged its global leading treatment capacity and innovation ability.However,many problems were left behind,including underdeveloped sewers and sludge disposal facilities,low sustainability of the treatment processes,questionable wastewater treatment plant(WWTP)effluent discharge standards,and lacking global thinking on harmonious development between wastewater management,human society and the nature.Addressing these challenges calls for fundamental changes in target design,policy and technologies.In this mini-review,we revisit the development history of China's municipal wastewater management and identify the remaining challenges.Also,we highlight the future needs of sustainable development and exploring China's own wastewater management path,and outlook the future from several aspects including targets of wastewater management,policies and technologies,especially the new concept WWTP.Furthermore,we envisage the establishment of new-generation WWTPs with the vision of turning WWTP from a site of pollutant removal into a plant of energy,water and fertilizer recovery and an integrated part urban ecology in China.Jiuhui Qu Hongchen Wang Kaijun Wang Gang Yu Bing Ke Han-Qing Yu Hongqiang Ren Xingcan Zheng Ji Li Wen-Wei Li Song Gao Hui Gong 2019Frontiers of Environmental Science & Engineering2019,13,6:13

11Feature-Based Aggregation and Deep Reinforcement Learning:A Survey and Some New Implementations显示文摘In this paper we discuss policy iteration methods for approximate solution of a finite-state discounted Markov decision problem, with a focus on feature-based aggregation methods and their connection with deep reinforcement learning schemes. We introduce features of the states of the original problem, and we formulate a smaller 'aggregate' Markov decision problem, whose states relate to the features. We discuss properties and possible implementations of this type of aggregation, including a new approach to approximate policy iteration. In this approach the policy improvement operation combines feature-based aggregation with feature construction using deep neural networks or other calculations. 12Valuing water quality in China:purpose,approach and policy显示文摘The economic valuation of water quality in a rapidly developing country such as China should be undertaken to determine when the benefits from rapid growth begin to exceed the costs from the same. The best approach is to ascertain the total economic valuation of the environmental resource. This includes all of the various uses of the resource, and even those values that are unconnected to individual use (e.g. natural and aesthetic values). A method known as contingent valuation (CV) is used to ascertain these forms of value. This approach is demonstrated here in an application to river water quality in the Beijing area. A CV study is reported in which Beijing area citizens reported an average willingness to pay about 1.3% of annual income in order to prevent further deterioration of river water quality. Aggregation over the representative population indicates that the perceived cost of further river quality deterioration is in the neighbourhood of USD 60 million. 13Carbon emission scenarios of China's power sector:Impact of controlling measures and carbon pricing mechanism显示文摘The study constructs a low-carbon path analysis model of China's power sector based on TIMES model and presents a comparative analysis of carbon emissions under Reference,Low-Carbon and Enhanced Low-Carbon scenarios,and the main difference of the three scenarios is manifested by policy selection and policy strength.The conclusions are drawn as follows:(1)The peak of carbon emission in China's power sector will range from 4.0 GtCO2 to 4.8 GtCO2,which implies an increment of 0.5e1.3 billion or 14%e35%from the 2015 levels.(2)Introducing carbon price is an effective way to inhibit coal power and promote non-fossil fuels and Carbon Capture,Utilization and Storage applications(CCUS).The carbon emission reduction effects will gradually increase with carbon price.When the carbon price attains to CN¥150 t1CO2,the CO2 emission can decrease by 36%than that without carbon price.(3)CCUS is one of important contributing factor to reduce CO2 emission in power sector.Generally speaking,the development of non-fossil fuels and energy efficiency improvement are two main drivers for carbon mitigation,but once the carbon price reaches up to CN¥106 t 1CO2,the CCUS will be required to equip with thermal power units and its contribution on carbon emission reduction will remarkably increase.When carbon price increases to CN¥150 t1CO2 in 2050,the application of CCUS will account for 44%of total emission reduction.(4)In the scenario with carbon price of CN¥150 t1CO2,power sector would be decarbonized significantly,and the CO2 intensity will be 0.22 kgCO2(kW h)1,but power sector is far from the goal that achieving net zero emission.In order to realize the long-term low greenhouse gas emission development goal that proposed by the Paris Agreement,more efforts are needed to be put to further reduce the carbon emission reduction of power sector.Based on the above scenario analysis,the study proposes four recommendations on the low-carbon development of China's power sector:(1)improve the energy efficiency proactively and optimize the energy structure of power sector gradually;(2)promote the low-carbon transition of power sector by using market-based mechanism like carbon emission trading scheme to internalize the external cost of carbon emission;(3)give more emphasis on and support to the CCUS application in power sector.LIU Qiang ZHENG Xiao-Qi ZHAO Xu-Chen CHEN Yi Oleg LUGOVOY 2018Advances in Climate Change Research2018,9,1:11
14Skyhook-based Semi-active Control of Full-vehicle Suspension with Magneto-rheological Dampers显示文摘The control study of vehicle semi-active suspension with magneto-rheological (MR) dampers has been attracted much attention internationally. However, a simple, real time and easy implementing semi-active controller has not been proposed for the MR full-vehicle suspension system, and a systematic analysis method has not been established for evaluating the multi-objective suspension performances of MR full-vehicle vertical, pitch and roll motions. For this purpose, according to the 7-degree of freedom (DOF) fullvehicle dynamic system, a generalized 7-DOF MR and passive full-vehicle dynamic model is set up by employing the modified Boucwen hysteretic force-velocity (F-v) model of the MR damper. A semi-active controller is synthesized to realize independent control of the four MR quarter-vehicle sub-suspension systems in the full-vehicle, which is on the basis of the proposed modified skyhook damping scheme of MR quarter-vehicle sub-suspension system. The proposed controller can greatly simplify the controller design complexity of MR full-vehicle suspension and has merits of easy implementation in real application, wherein only absolute velocities of sprung and unsprung masses with reference to the road surface are required to measure in real time when the vehicle is moving. Furthermore, a systematic analysis method is established for evaluating the vertical, pitch and roll motion properties of both MR and passive full-vehicle suspensions in a more realistic road excitation manner, in which the harmonic, rounded pulse and real road measured random signals with delay time are employed as different road excitations inserted on the front and rear two wheels, by considering the distance between front and rear wheels in full-vehicle. The above excitations with different amplitudes are further employed as the road excitations inserted on left and right two wheels for evaluating the roll motion property. The multi-objective suspension performances of ride comfort and handling safety of the proposed MR full-vehicle suspension are thus thoroughly evaluated by comparing with those of the passive full-vehicle suspension. The results show that the proposed controller can ideally improve multiobjective suspension performances of the ride comfort and handling safety. The proposed harmonic, rounded pulse and real road measured random signals with delay time and asymmetric amplitudes are suitable for accurately analyzing the vertical, pitch and roll motion properties of MR full-vehicle suspension system in a more realistic road excitation manner. 16An Adaptive Routing Algorithm for Integrated Information Networks显示文摘The integrated information network is a large capacity information network that integrates various communication platforms on the ground, at sea, in the air and in the deep air through the inter-satellite and satellite-ground links to acquire information accurately, process it quickly, and transmit it efficiently. The satellite communication, as an important part of integrated information networks, is one of main approaches to acquire, process and distribute communication information and resources. In this paper, based on current researches of the satellite communication network, we put forward a 3-layer satellite communication network model based on the Software Defined Network (SDN). Meanwhile, to improve current routing policies of the Low Earth Orbit (LEO) satellite communication network, we put forward an Adaptive Routing Algorithm (ARA) to sustain the shortest satellite communication link. 17Evidence of compliance with and effectiveness of guidelines for noninvasive prenatal testing in China:a retrospective study of 189,809 cases显示文摘In China,the medical guidelines recommend performing noninvasive prenatal testing(NIPT)with caution for pregnant women aged 35 years or older.However,the Mother and Child Health Care Law suggests that all primiparous women whose age is older than 35 years undergo prenatal diagnosis.These two inconsistent suggestions/recommendations have made obstetricians confused about whether to offer NIPT to these older pregnant women.To face this issue and find out the solution we performed a retrospective study of 189,809 NIPT samples collected from 28 provincial-leveled administrative units in China.Of 1,564 women with high-risk pregnancies who underwent NIPT,459(29.3%)did not participate in follow-up.The compound sensitivity and specificity of NIPT for trisomies 21,18 and 13 detection was 99.1%(95%CI,98.0%–99.6%)and 99.9%(95%CI,98.8%–99.9%),respectively.In secundiparous women,NIPT showed high sensitivity and specificity similar to that in primiparous women.The observed risk for trisomies 21 and 18 significantly increased when the maternal age was 39 and older.After the publication of the current NIPT policy,the follow-up rate at our center was 97.9%;however,a large number of women are not in maternal and infant care networks nationwide,and that makes the follow-up rate outside our center relatively low.Our study shows that to balance the prevention of major aneuploidies and the limited resources for prenatal diagnosis,the cut-off age of 35 for invasive prenatal diagnosis might be unnecessary.Although the NIPT guidelines are well written,how to practice it effectively,especially in less industrialized areas,is worth discussing.Chan Tian Tao Deng Xiuhuang Zhu Chen Gong Yangyu Zhao Yuan Wei Rong Li Xiufeng Xu Miaonan He Zhiwei Zhang Jing Cheng Mol BenWillem Jie Qiao 2020Science China(Life Sciences)2020,63,3:10

19Large-Scale Membrane Bioreactors for Industrial Wastewater Treatment in China:Technical and Economic Features,Driving Forces,and Perspectives显示文摘Membrane bioreactors(MBRs)have been and will continue playing an important role in industrial wastewater treatment and reuse in China.The sustainable development of MBR technology in its mature-application stage requires reciprocal interactions between engineering and research participants.Thus,in this study,a total of 182 large-scale MBR projects treating industrial wastewater(with individual treatment capacities5000 m3d1)commissioned and under construction from 2003 to 2019 were analyzed comprehensively.Fast growth of the cumulative treatment capacity was observed,with extension to diverse industries,and the super large-scale was enhanced recently.The treatment processes,pollutant removal efficiencies,and actual operational parameters were summarized regarding the particularity of industrial wastewater compared to municipal wastewater.Economic features including the total investment costs of the projects,their total footprint,and their operational energy consumption were analyzed as well.A vigorous MBR market has formed in China with the fast development of membrane elements and engineering suppliers,continuously increasing official oriented projects,and responsive and innovative business modes.MBR technology has been mostly applied in specific economic zones and water-deficient areas,but its widespread use all over China is foreseeable considering the vast future market for industrial wastewater treatment and recycling.The policy–economy and market–technology driving forces revealed that MBR is consistent with the national development demand.According to the survey and analysis,prospective development in both engineering and research aspects of MBR is proposed to maintain its competitive edge.Jiao Zhang Kang Xiao Ziwei Liu Tingwei Gao Shuai Liang Xia Huang 2021Engineering2021,7,6:9
